This lingo, I don't understand. If it's available, they should be able to process it while you're on the phone, and you should be able to choose seats shortly thereafter. Maybe others have had a different experience. I would consider calling back and see what another agent says.
As to the fare class thing, what's not to understand? Surely, you would expect a Q class coach ticket to clear before a V class, wouldn't you?
