YYZ-LHR isn't hourly. Neither is YFC-YYZ.
Assuming he isn't on the 0520 flight, there's a minimum 3 hour layover at YYZ.
I think spending 90 minutes in the domestic lounge, then sauntering over to international is a reasonable plan.
