So there are still some employees along the line who haven't gotten the word yet, but if you just ignore them you can get into Argentina without paying the fee. At least that was my experience today.
Another example of DL agents being clueless about documented entry requirements for USA citizens going to major DL destinations. I'm not at all surprised.
