once you load your papal account with paypal mycash card purchased at drugstore any purchase thereafter in a retail store with the associated debit card is against their policy. Paypal made very clear those cash loads are only meant for online purchase (ebay etc). Now you can use the debit card with bank transfer or money you received from ebay sales but as soon as some part on your account is from loading cash cards you violating their policy (at least that is what I've been told)
So for people who think they can get away loading and keep buying money orders etc. you will be shut down. I thought I was in the clear as well since my account wasn't shut down for the longest time and made regular debit card purchase offline.
