Entirely speculative. I don't think it shows either of those things really. Only that BA are trying to make the best of a bad situation.
Whatever they had done would have upset someone. They could for example have stopped guests, or restricted access to people actually travelling in F and J and given them a slightly better offer. Might have worked for you personally but someone else would have been disadvantaged.
