AFAIK, the Manhattan blackout is still there. It's one black eye in the National program...although I'd suggest that a regular Manhattan renter might be better with the Hertz points system anyway. (The National system is better with the relatively cheap rentals found in most cities, but Hertz starts to look good when your paid rentals are $70-100/day.)
Not sure about the San Jose blackout. That one was a complete joke. The Manhattan blackout at least has a *little* logic to it, even though I don't like it and it should be much more clearly disclosed.
Meh I would still rather go to Brooklen location which is right near downtown Manhattan or go to LGA. Much better selections at LGA and only costs $5.50 round trip to there. F,R,E,M or 7 to Q33 I believe it is but one of the buses from the Jackson heights station goes there
Hertz has always been more expensive and the car selection is meh IMHO. Rather spend a bit more with National but I am biased towards them so it is what it is.
