You have enough time to go check out the cherry blossom at Ueno Park... it's famous. There's also bunch of good food around Ueno if you want to grab lunch.

Take 10.38a Skyliner train from NRT to KeiseiUeno (arrives 11.23a).
Return on 14p Skyliner from KeiseiUeno to NRT (arrives 14.43p).
