From everything I have read there is insurance in Costa Rica that is not optional. I assume that since it is not optional it is not considered extra. We are traveling there soon and I plan on using the United card I just received so hopefully I am correct in my assumption.
I rented in Costa Rica in September. CDW was not optional despite traveling on business for a very large global company whose policy is "never buy the insurance." The dude very gently explained to me that I could either buy the insurance or walk.
