I believe it depends on the cruise line, some don't do any changes at the dock or the ship, some do. Your travel agent should be able to tell you for your cruise line, but unless you are moving a significant category change, say inside to outside non balcony, or outside non balcony to balcony, or balcony to suite, I wouldn't pay for it, you will have the same cabin just on a different deck, it's not worth it.
