The YGK-YYZ route almost always runs full. In fact they have swapped the B1900 for the Dash numerous times because of load during reading week, Xmas, etc.
I've actually never seen the op's constructed fare issue out of YGK, normally it's only ~$250 extra per roundtrip to add it on to an ex-YYZ fare. I would be equally annoyed if they decided to sell it as two full tickets and charge the $450/leg charge for YGK-YYZ as if you were terminating in YYZ. I'm curious if the op searched for a multi-segment flight and then ended up with some sort of weird split ticket pricing.
I don't think AC understood the question here but the response was quite honest for how pricing is set.
