Bush's fault that Haiti, which had in 2012 declared that they would follow the USA DST schedule going forward, decided right before the planned 2016 change date of March 13 that it would not do DST anymore. See this last minute announcement from the interim president that came out without explanation:

At least they didn't decide to follow Hugo Chavez's example and choose to be 30 minutes different from every other country in the same time zone.
Interesting! That could wreak havoc on schedules to Haiti.
Of course, another interesting phenomena is that the bank times at PHX change by an hour -- going to/from DST since Arizona does not observe it. I assume this means that employees must come in one hour earlier during the DST months.
