Bush's fault that Haiti, which had in 2012 declared that they would follow the USA DST schedule going forward, decided right before the planned 2016 change date of March 13 that it would not do DST anymore. See this last minute announcement from the interim president that came out without explanation:

At least they didn't decide to follow Hugo Chavez's example and choose to be 30 minutes different from every other country in the same time zone.
Thanks so much for the insight. I had no idea that Haiti had just changed their DST policy, which makes sense why the AA timetable jumped. I just hope that no passengers missed their flight when AA hadn't adjusted yet.
