Whilst not too awkward for most places, for Heavily congested Airports like London Heathrow they have to cope with 3 different arrival times changes and slot congestion in the same month twice a year,
Hmmm... so it's George W. Bush's fault that Haiti, which had in 2012 declared that they would follow the USA DST schedule going forward, decided right before the planned 2016 change date of March 13 that it would not do DST anymore. See this last minute announcement from the interim president that came out without explanation:

At least they didn't decide to follow Hugo Chavez's example and choose to be 30 minutes different from every other country in the same time zone.
