No, you definitely are not supposed to be able to go from National to Enterprise. I suppose in extenuating circumstances it can be figured out but the neighborhood stores are a whole different ballgame than the airport, tend to have worse cars, target the insurance replacement market, etc. But given that many large locations such as airports share fleets across National/Alamo/Enterprise, it's not surprising that you were directed to do your return as you described.
