Here is my experience in case it helps anyone. After reports came in that the 50K offers were resulting in no bonus, I decided to try something a little different.

-cycled through 3 W-->WE conversion bonuses in 2015
-applied for #3 in Dec 2015, was converted in January, card is still open
-applied for #4 on 2/28/16 using the link in the wiki for 40K miles + $100 statement credit
-no instant approval, but was approved after a quick phone call
-welcome letter (received 3/5) mentioned bonus and tracker is available on the website once I added the card to my online account (3/7)
