Along with more loose change in AC's bucket from these fees, it may also be an indirect way to get a few pax to see that the Tango ticket, plus bag fees plus BoB, plus change fees might add up to more than they planned to spend and so buy a different ticket where these fees are lower or included.
Just guessing of course.
AC still hasn't found a way to deal with those Tango ticket purchasers who refuse to pay for seats and then cause mild mayhem when seating isn't optimal.
Anyway, it's always a slow news day at the CBC until they find time to make up some newsy-news.
Air Canada surreptitiously and retroactively increasing fees by 33%, and then imposing them on people who were told the change fee would be less than what they are being charged?
Seems newsworthy to me.

While $25 on its own may not appear as a large amount, those percentage numbers are big.
You can't defend a 50% price increase.
You can if you're an airline lackey.
