Trying to charge people a fee that isn't commensurate with the service being provided motivates fee avoidance - it's both normal and rational. I suspect that, if you take out the AC angle, most here will agree that handing out arbitrary amounts of money without factoring in the actual value of the service is generally not a good idea.
Besides, I'll take a 'cheapazoid' over the debt riddled folk who owe $1.64 in debt for every $1 in disposable income they earn. At the very least, they're more economically intelligent.
