I very often see passengers put everything in the overhead when everyone, who fly more than twice a year and can put 2 and 2 together, knows that when the gate is crowded you are properly on a full flight, and there are therefore not enough room in the overhead for all the luggage, so you need to put something under your seat.
A couple of week ago I saw a young couple with a kid put their backpacks in the overhead. They were offcourse complaining when they were asked to put one of them under the seat. During the 1 hour flight they properly went to the overhead 10-15 times to find something for the kid or them self.
Personally I always travel with carry-on only, as it saves me from waiting half an hour for my bags, and i don't risk loosing it or it getting smashed. If there is a chance it's an full flight, my suitcase and coat goes into the overhead. Everything else goes under the seat in front of me.
This is why priority boarding and enforcing it is so important. Not having to deal with the nonsense of inexperienced flyers makes for a much better experience.
