As you've noticed if you live there, San Diego is full of people who hold non-U.S. citizenship. The country that issued your passport is much more important for purposes of international travel than the country where you live right now. I could tell you (here or, preferably, in the Brazil forum) what it takes for a U.S. citizen to be admitted to Brazil, but I don't know if that information will help you.
