DOC's reporting on this is really bad. Go read the actual press release he linked and you'll see. You can still apply for the BoA AAA card right now.
I agree that DOC's reporting made this sound like more than it is.

For the moment, it appears that US Bank simply is offering the AAA card in select areas, which seems to not impact BOA's AAA card. The transaction occurred in October and the US Bank cards are available in some areas so if it were completely replacing the BOA card, I think BOA would no longer let people apply for the card, yet they still do.

I don't have either card but I do use AAA and my website (AAA Mid Atlantic) still lists and allows one to apply for the BOA card (actually two versions, a Visa and an Amex).
