I think as long as you are upfront about being in the process of obtaining a work permit and understand the rules, you should be OK. They will likely point out that once you get the permit, you'll need to return to a enrollment center (no appointment needed) to get it added to your account. In theory you could arrive at the airport get it taken care of there. I'd suggest going through the regular line at your first arrival after getting the work permit.
I was looking to have the interview at YUL. Availability might vary but I'm hoping Apr 2 or Apr 3 (I would think weekends would be less popular but who knows) might be available. Otherwise I'll just travel into Canada and continue using the regular entry for non-citizens until I can have an interview (alternatively, if I were denied entrance into Canada, I would just have to work at non-Canadian clients )

Yeah, if I'm fortunate enough to have it on the day of my permit, I should either have the work permit in hand before I make it to the interview (having been granted it) or not make it to the interview at all (not getting the work permit would mean being denied entrance into Canada).

Granted, but my company reimburses the beverages, while the time spent waiting at customs/application fees are my own. Since I already had a completed profile on GOES, it was much easier to apply for Nexus via GOES then fill out a paper application via hand.

Given my circumstances I don't regret it, but if you were applying for NEXUS new (especially North of the border), I'd understand why you might mail an application.
