There is no APEC line for TWOV. At some airports it's "stand in the same line than normal immigration", at some it's "all TWOV get a different line", at yet some others it's "24hrs TWOV line, 72hrs TWOV line". Just use your eyes and/or ask when it's unclear where you shall queue. Not that hard, really

Also, while I had TWOV taking a really long time on myself (that was still below 1hrs, and it was on day2 or so when CAN introduced TWOV ) once, in general, especially in Shanghai, it will be as fast as it can be. They might double check your flight out and your hotel accomodation, but unless you've any "black marks" on your file, it shouldn't take more than couple minutes. Your friend should maybe take a chill pill once in a while This isn't US border control which can take the better half of a day if you're unlucky (ok, that's maybe slightly exaggerated )

Also, I'd like to note that it's forbidden to use your mobile phone when standing at the immigration booth, even if you have to wait. People just 2 decade ago survived without being contactable all the time, they just had some patience..
