The additional allowances (QFF or OWE) do not apply to Dash8 services, your flight has 1x23kg limit (at least it isn't the LDH limit of 14kg!). Your alternative is to take a non-Dash8 flight. Also note there is a dimensional limit on Dash8 as well as the weight limit, though this doesn't affect normal suitcase dimensions.
