Looking for advise on arriving into Hongqiao/SHA vs PVG as a TWOV passenger with APEC. I can arrive PVG, but my friend is meeting me after coming into Shanghai via high speed rail from the hinterlands, and it would be more convenient to meet at Hongqiao airport since the train station is adjacent to the airport terminal vs needing to arrive downtown and then transfer out to PVG to meet me, then come back downtown together.

I can use my APEC card at SHA to keep my waiting time down (and I can use APEC while in transit)
I assume HKG airline agents are familiar with China TWOV rules and won't give me a hassle about the separate tickets or airport switch.
Are you a USA citizen so that it's not a full APEC card? Otherwise, assuming that it's valid/endorsed for China, TWOV would be irrelevant as APEC means essentially that you have a pre approved Chinese visa.
