Yes, people do sometimes wear scarves and gloves in Melbourne, but personally I think it is ridiculous and unnecessary. This last winter was one of the coldest in recent history, but I barely touched an overcoat. In the USA or mid to northern Europe Melbourne winters would not be considered cold.
