Where are you looking to have the interview? Slots fill up quickly in popular places like Toronto, though you can sometimes get last-minute cancellations. I have a lot of airline points and decided to turn it into a quick trip up to Niagara Falls (which is about a 30 minute drive from the Ft. Erie location, just across the border from Buffalo).
I think as long as you are upfront about being in the process of obtaining a work permit and understand the rules, you should be OK. They will likely point out that once you get the permit, you'll need to return to a enrollment center (no appointment needed) to get it added to your account. In theory you could arrive at the airport get it taken care of there. I'd suggest going through the regular line at your first arrival after getting the work permit.
