I have used it on sidewalks as I like it better than salt. If you go to your local feed store and buy a couple hundred pounds like I used to, I wonder if you end up on some special list.
In lieu of buying it at the local feed store and worrying about "some special list", you could always use the self-application method using your self-applicator. Then you'd just be guilty of public urination, not suspected terrorism.
