It is definitely not your fault. "You should have asked" is nonsense. Even if you didn't, I am sure someone else did and I am also sure they did not 'forget' the lights. So, as suggested, probably a technical failure and like always it means you deserve some compensation.

I would be surprised if the defect wasn't logged somewhere.
