Having staying at Empress Zoe myself I'll second the suggestion -- but it's not a luxury hotel and isn't really comparable to the Four Seasons for most anything except location. Still, if you're planning on sending most of your time outside the hotel room, go for Zoe. The rooftop bar/cafe is also very nice.
