You certainly won't get any promotional cash upgrade (POUG) prices from BA on the CX sectors.
I am risking exposing my ignorance on this issue, but I think your only option now for a cash upgrade on the CX flights would be a fare difference price, i.e. if teh ticket allows it pay the change fee (possibly a few hundred pounds) and then the fare difference from PE to J of teh CX flight. I would not expect that to be a cheap option though.
