I second what Jonu has said... I too have never been asked to boot up my laptop in recent years on both domestic and international flights.

If for some strange reason they do ask you to boot it up, simply state the battery is dead but you'll happily boot it up if they allow you to plug it in.

There's nothing illegal about carrying a dead or broken laptop on board.
