Well that was unnecessarily daft - if they filled one bus first and sent it on its way, it would have been quicker for all concerned. I have seen that before - waiting for all passengers on the buses before setting off, and I guess one issue is that they don't want to send out one bus, then discover they have too many people for the second bus when they could have squeezed more on to the first.
It probably also avoids all the whingeing along the lines of "The crew wrongly refused to let me get onto the first bus when there was PLENTY of space on it for me and so I was delayed getting to immigration by a full FIVE MINUTES and I want 20,000 Avios in compensation".
One thing about TOP is it does teach you much about just how much of the trivial hiccups of everyday life can be complained about, if you set your mind to it.
