I find that most of my LGA departures tend to be from runway 31 or 4. In either case, the left side of the plane has the best views. A departure from 31 will take you right over the northern half of Manhattan, and you'll have great views down to the southern end of the island. A departure from 4 will take you up over the Bronx and offer similar views. In my experience, the SID for runway 13 makes it kind of tough to see NYC, and 22 departures seem pretty rare.
