Anyone can, it's just another way into T4 and it doesn't really save that much time. Regular security is generally pretty quick at T4.
But really, you need to budget at least 75 minutes just to have luggage in hand. T4S is a few km away from the baggage claim so they don't do various trips. They wait to unload the entire flight and then make the trip over and then unload the entire thing. It really is the worst part of MAD.
