I think this is right. PC has proven really useless as corporate clamped down on upgrades beyond full size and incentives at the location-level seem to be prohibitive around any upgrades at all. To add to that, Hertz' fleet management has been pretty shoddy and the prevalence of high mileage cars has added to sense of "getting screwed".

What keeps me in the Hertz game is the option to pre-reserve certain luxury cars, which I haven't figured out elsewhere. Now, there is some cognitive dissonance here since I know Hertz routinely fails to deliver on particular class reservations, which is starting to lead me to go with SIXT when I can (they have the same issue, but their fleet is much more weighted towards nicer/german cars).
