Top of the Rock would be my vote, especialy at night, although have yet to go up the FT.

Reason being is that the Empire State, while the 82nd deck is open, has the railings all around, but nowhere to rest a camera.

Above the TOTR viewing levels (with the glass surround) is an additional outdoor mezzanine area accessable by a set of steps on the south side of the upper viewing deck. This is above the glass area and has stone plinths set into the walls all around to rest a camera or a small tripod on.
