Probaly at the border with France. The French were cleaning up the illegal immigrants' camp near Calais, and the Belgian authorities wanted to avoid them (the immigrants, not the French ) moving to Belgium.

Just a temporary situation, the kind for which the Schengen agreement does allow to put in place border checks for a limited amount of time.
