Your initial question was "Is there another avenue I should pursue to process this?"

Frankly, I do not see any.
You bought a IAD-BEY ticket in the cheapest fare bucket.
You want to change it to a IAD-CDG-SVO ticket with a stopover in CDG (over 24 hours).

These IAD-BEY V fares are cheap and prohibit a stopover in CDG.
Instead of going to Lebanon, you want to go to Russia. Instead of flying say in April (date just at random), you want to fly in August.
I believe that the combination of destination change and adding a stopover, makes it impossible to change except at an extremely high fare.

In any case, if all the sources you call cannot change it, then it is probably impossible. You might give another call and hope that another agent can find a way around, but it is doubtful.
