IAD-YYZ through YYT on AC. I've been out of the country a lot recently, but Orbitz rep emailed saying best they could do was for an additional 1175+200 on top of the original ticket price of about 1100. I emailed back showing that I had just checked Orbitz and could buy that route on AC today for about $675 economy, $1100 in business, about the same as originally. And I cc'd the DOT contact with that information as well.

Clearly, they are not allowing changes minus 200 on the lower or higher fare - they are limiting it to refundable fare codes. That is the only way I come up with a $2293 economy fare, which is the cheapest thing they are willing to change me to. Though that is not disclosed anywhere.
