While there is still technically a travel embargo, I don't think you will have to sign up for a tour with a licensed operator any more. You do have to be going for a licensed reason, but not necessarily as part of tour from what I've heard.

And it's not simply increased flights, it's scheduled (ie, non-charter) flights. You know, the kind of flights you book yourself online. Now, there may be requirements (analogous to visa/passport requirements but different) for you to actually board the flight perhaps; we won't know until the logistics of using these scheduled flights is announced.
