When I used to stay in the western suburbs of Tokyo I often caught the Narita Express which arrived in NRT T1 a few minutes before 8am for a flight departing at 9:35 during the summer months (the departure time was slightly later during winter). Apart from the fact I had to reserve a seat well in advance on this Narita Express I've never had any problem catching the flight.
