I don't blame Brazil at all for doing this. Americans are among the worst at being "retaliatory," and anyone who argues against the Brazilian policy on that basis is just being hypocritical.
I just got back, and the fingerprinting and photographing was very quick. Everybody was very nice all over Rio. I sensed NO anti-American sentiment. I found people there in general to be more service-oriented and friendly than you find in many US tourist destinations such as New York or Miami. This was in spite of the language problems, and I don't have to tell you how awful many Americans can be about people who don't speak English.
I'm looking forward to going back and recommend Brazil as a destination.
