The man's behavior was inappropriate. If he chose to go to Brazil, no matter how idiotic he thinks their policies are or how big they are puffing up their third world insulted egos down there, he should have complied with their requirements or not gone.

However, as for the tit-for-tat, which country do you think will suffer more if travelers boycott travel to the other country , e.g., if harassment becomes too annoying -- Brazil, which gets 500,000 American travelers per year (many cash-rich tourists ready to spend money on bottled water, lifts, guides, etc), or the U.S., which has many Brazilians clamoring to immigrate here -- one major source of annoyance Brazil has with the U.S., e.g., that we're not accepting enough Brazilian economic refugees?

Anti-Americanism is rampant in Brazil, from what I have read, and it goes beyond the fingerprinting/photographing issue for U.S. visitors from countries that needs VISAs to come here. Interestingly this is true despite the U.S. giving $ aid to Brazil.

I'm glad I have no business need to go to Brazil, and fortunately have little interest in visiting the Amazon, so with all of this nonsense you'll not find me on a flight there soon for fun or culture, I'll take my cash elsewhere, thank you, and hope the U.S. government will consider doing the same.
