Just flew on an A321 in an exit row. As best I could tell the seat didn't recline, but I was comfortable the entire 2 hour flight. I had just flown on a WN 733 a few days before (so older more padded seats) on the same route and also exit row and didn't find the slimline seat any more uncomfortable. There is an obscene amount of legroom in the row 13 exit row on the A321. We could've stood around and had a conversation.
The exit row seats do recline, although they don't work like any other seat I've ever encountered. There is a little latch on the frame next to the seat, you pull it up. It's simple once you know it's there. See the video posted earlier in this thread.
