My leap day flight from FLL-JFK had PTVs but the live satellite channels weren't working ("service not available" error). I was so frustrated because I had something specific I wanted to watch at the time, and flights on that route typically do not have PTVs at all so I thought all the stars had aligned for me and then was let down when it didn't work. Argh.
