If you read above, it appears that some have done that without a problem and there is even a response from National saying it is possible.

You just can't do it without you present. In other words, I can't rent a car for a wife/friend/coworker and then not be with them when they drive out the gate. It doesn't appear that you need to be in their car with them, but at least present.
