Correct DL can ticket and sell all AF/KLM fares and flights. However DL can't sell a DL fare for only CDG-AMS. DL only can place it's DL code on that flight when part of a continuing journey from the US. Just because DL takes your money doesn't mean they're the carrier you bought a fare from.

The booking classes maybe the same but fare rules are quite strict on AF/KLM intra-Europe fares.
