What does it mean when award ticket says "Changeable/ Non-Refundable"?

I guess I never paid attention on this - but yesterday, when I was booking two award tickets for a wedding, I found out that at the confirmation screen, it says "Changeable/ Non-Refundable"



So I asked @DeltaAssist to see if that meant no-redepositing the miles should I cancel...and they gave me a quite confusing reply:

It basically means that you are purchasing a non-refundable ticket. But if you had to cancel then you would be charged a redeposit fee of $200.
OK that's fine. But then @DeltaAssist went on to say that

In order to cancel a ticket and get miles redeposited, "It has to be authorized by a supervisor, because it's a non-refundable ticket"

So after a conversation with them, I am still confused...

When an award ticket says "Non-refundable" does it mean that I cannot cancel & get miles back or does it not matter as it's an award ticket?
