That does change things somewhat indeed. Though last time they lost my bag (granted it was maybe five year ago..) if I remember correctly they just specified a very broad window, like "Somewhere between 12PM and 5PM".
We all know that sometimes it is not possible to step out of a meeting just to receive a personal item from a courier. Even if they do specify a fairly small window (eg 2hrs) it may sometimes simply not fit with your professional schedule right at that moment. Is that the receivers fault? In the end the airline or airport caused the issue by losing the bag in the first place...
