Quick question: Does the 24-hour no-penalty cancellation policy apply to tickets purchased from Canada to the US en route to the EU? I definitely know that it doesn't work for buying flights within the EU. (I recently bought a ticket from CDG-AMS and DM agent said she couldn't make changes without additional fees.) For some reason, I thought that the Canadians have a stricter consumer protections than the US.

A CDG-AMS ticket would be either an AF or KLM fare. DL can't sell a DL fare wholly in the EU. However they can sell their partners fares on their behalf.
If the fare from Canada is actually a DL fare then yes you should be able. However if it's a KLM or AF fare then the respective airlines policies apply.
